Purpose

A leader in the development of safe transport networks in Portsmouth you will work with colleagues and partners to provide technical advice on all proposed and planned works, schemes, special events and developments in the city, to lessen the impact upon the road network before, during and after implementation

What is the role?

Reporting to the Assistant Director for Transport, Environment and Business Support and acting with delegated authority from the Director of Transport, Environment and Business Support as the Traffic Manager (as determined through the Traffic Management Act 2004), you will have responsibility for:

• Contributing to the development of safe transport networks within Portsmouth

• The management and effective running of the Traffic Management Centre and its systems to enable the expeditious movement of traffic within Portsmouth

• Approving Traffic Regulation Orders and Temporary Traffic Regulation Orders

• Providing expert technical advice on major and minor schemes to ensure the safe and expeditious movement of traffic (as defined by the Traffic Management Act 2004) within Portsmouth

• Providing expert technical advice on signal upgrade and redesign within Portsmouth, including commissioning traffic signal installations

• Overseeing and providing technical advice to internal and external clients on matters of traffic management, traffic engineering, road safety and development planning/control

• Providing expert guidance on the traffic impact of special events occurring within the city

• Liaising with Councillors, members of the public and other organisations regarding general enquiries in respect of the work of Network Management team including dealing with correspondence, attending meetings and preparing reports

• Remaining up to date and compliant with all relevant guidance and legislation, organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice.

• Supporting the Assistant Director in the production of the Traffic Management Plan for this area and create a cohesive operational service

• Working closely with other Team Managers to ensure that the aims and culture of the authority are delivered fully, and embedded within the teams

• Have line management responsibility for a team of technical professionals reporting to you directly with responsibility for their on-going professional development.

• Managing the budgetary responsibilities of the Network Management team
